Emergency Response Provisions Crucial in Top Law to Deal with Major Disasters


It is nothing but political nonfeasance that the Constitution, which sets out how the nation should be governed, does not contain provisions on crisis management in times of emergency.

The establishment of emergency response provisions to prepare for large-scale disasters has emerged as an important issue for constitutional revision. Prime Minister Shinzo Abe stressed, “It is crucial how the Constitution defines the roles of the state and the people in times of emergency.”
