Hong Kong: US$100m Ebola Emergency Response Plan Unveiled by WHO\'s Margaret Chan
The World Health Organisation is launching a US$100 million response plan to combat an \"unprecedented\" outbreak of Ebola in West Africa, director general Margaret Chan Fung Fu-chun said on 31 July. Chan will meet in Conakry, Guinea on 1 August with the presidents of affected West African nations to take the response against the disease to \"a new level\". The WHO had identified the need for \"several hundred more personnel\" to be deployed in affected countries, Chan said in an appeal to donor countries.\r\nMeanwhile, inquiries by multinational firms and non-government organisations about the outbreak increased fourfold in the past month, a

Hong Kong: Hong Kong Govt Urged to Review Future Ambulance Services as Population Ages
Patients\' rights groups are calling on the government to review the city\'s ambulance services to ensure they are capable of meeting the burgeoning demands of the city in the future.\r\n\"There is a concern that while the population is growing and there are more cars on the street, there may be a need to keep an eye on the ambulance response times,\" said Alex Lam Chi-yau, vice-chairman of the Alliance of Patients\' Organisations. In the past 5 years, the number of calls for ambulances has increased by almost 90,000. To meet the demand the city has added 100 more ambulances to its fleet with 300 more officers and frontline staff.

Hong Kong: Emergency Procedures for Schools to be Reviewed Following Tragedy of 10-year-old Pupil
The Education Bureau will review guidelines for schools in handling emergencies after staff at a primary in Kwai Chung where a 10-year-old girl fell to her death failed to call 999 right away. Staff at CCC Kei Chun Primary School instead called paramedic St John Ambulance. The school was found to have instructed staff members not to call 999 for \"non-emergency matters\".\r\nThe Education Bureau\'s guidelines for schools dealing with emergencies do not specify that schools should call 999. A bureau spokeswoman said on July 24 it would review the guidelines based on the coroner\'s ruling and suggestions. She said the bureau had guidelines to a

Hong Kong: Emergency ward fees could double as officials look to reduce hospital overcrowding during flu season
Patients using emergency services at public hospitals could be asked to pay HK$200 – double the current fee – under a plan being considered by the Hospital Authority to address overcrowding caused by flu. It would be the first increase since the authority began charging for services in 2002. The HK$100 charge introduced then has not changed in 14 years.\r\nThe plan came after an unprecedented surge in demand for treatment through winter, during which flu pushed the number of daily visits well above the average of around 6,000 to an alarming height of 7,000.
