	Philippines: Lawmaker Wants Emergency Management Department Created
	Manila: Leyte Representative Ferdinand Martin Romualdez on November 18 Monday proposed the creation of an Emergency Management Authority, a government agency, which will handle all calamity-related operations. In a privilege speech at the House of Representatives, Romualdez said the present set-up has "proven to be inadequate in preparing our country from major calamities which we will inevitably have to face." 	Philippines: Medical Teams Brave Devastated Areas in Palompon
	Cebu City: Three teams from Gift of the Givers, a South African foundation, and the 161st Philippine Coast Guard Auxiliary (PCGA) Squadron have brought badly needed medical services to three barangays in Palompon, Leyte, and last week. The three barangays reached were Tabunok, Taberna and San Miguel. The teams, composed of doctors, nurses, emergency medical technicians and paramedics, arrived in Palompon on November 19 after a nearly six-hour sea voyage using a local ferry. The group was welcomed into Palompon by Mayor Ramon Oñate.

	Philippines: Senate Bill Proposes Creation of Emergency Response Department
	Two weeks after the government drew flak for its supposedly slow response in the aftermath of Typhoon Yolanda (Haiyan), a bill was filed at the Senate seeking to create a department that will focus on overseeing humanitarian aid during calamities. In Senate Bill 1940 filed Thursday, Senator Alan Peter Cayetano proposed an Emergency Response Department, which will assume functions currently being carried out by the National Disaster Risk Reduction and Management Council (NDRRMC) and the Office of Civil Defense.

	Philippines: DOH-NCR Moves Emergency Field Clinic for IDPs to Villamor Air Base
	Quezon City: The emergency field clinic that was set up in Camp Aguinaldo November 22 is moved to Villamor Air Base in Pasay City November 23. Department of Health – National Capital Region (DOH-NCR) Director Eduardo C. Janairo explained that the transfer was made for the immediate and more comprehensive medical assessment of the incoming internally displaced persons (IDPs) from the typhoon ravaged areas. “There will be a massive increase in the number of IDPs arriving in Metro Manila aboard C-130 planes that is why all activities in Camp Aguinaldo will revert back to Villamor Airbase.
